Thats actually a big tip off about who a programmer is.
We're talking about what qualifies a programmer. Certificate of qualification.

A programmer must be error-conscious. Less mistakes, higher ratings. Taking enough time to go through scripts and be satisfied that it is error-free before running the programme. Yes, i know that we all make errs at times; but then... having to run, rerun... and keep editting your scripts due to some errors is quite unacceptable. You run this error script for over 5 times and you cant even find the fault, you are not qualified.

A programmer must be self-esteemed. Self-dependable at times. Easy to understand. Quick to action, but with precaution. Inquisitive. Able to research and develop. And perfect in specific areas; If you are not perfect in atleast 2 programming languages, you're not qualified to be a programmer.

Not disputting the fact that a good programmer must be quite good in English, and spellings too. When you mistake the word 'height' for 'hieght', you are certainly in for a faulty programme.

Here in Nigeria, most acclaimed web developers are more perfect in sourcecoding, than web developing. Yes, we know, its quite alright and not illict to sourcecode; but then, a good programmer would be able to go through the sourcecodes, read them and learn how it works, then make something of his own! Not just to copy and paste the code without even checking through the script.

A qualified programmer is potentially enthusiastic. Eager to learn more, research and develop. Spends quite a good time on programming, not just for fun, but to get acquainted. Research tells that doing a particular kind of thing for over 10000 hours, makes you a geek in it.

Programmers dont talk much. Nigerian web developers should learn how to quit much talk, updating every single thing they do, on the social media. Off topic, huh? *runs and hide*

Earlier said, a qualified programmer must be perfectly perfect in atleast 2 programming languages. A qualified programmer must be able to differentiate different programming languages, without being told. Must know the origins, history and developers of some programming languages; Its not all about programming, you should know the source of what you're programming with.

A programmer must be social, friendly, eager to help others, expert in atleast two programming language, devoted, self-esteemed, believes in team work, reliable, dependable, enthusiastic, and quite perfect.

And here, i must not forget to acknowledge few Nigerian programmers who are friends, including i myself, Prince Uzoego, (Babatunde Oremakinde, Dammy Brainlord, Valery Chas, Samuel Achimugu, Onakoya Oluwasegun, Uti Mac, Preshy, and lots more, too much to mention).
